Offline means when a computer or another device is not connected to another device or network, it is called "offline". On the other hand "online" means when one device can communicate easily with another device. For example, when you want to print something, an error appears before you with your computer," the specified position was not  found," means that your printer may be in state of offline. Check the printer and start it. 

                                    
What is Offline

Offline means that you are not connected with the Internet. When you disconnect or pull your isp from your computer the Ethernet cable becomes offline. In some programs, such as web browsers and E-mail programs, you also find an option of "work offline".
                                                                  
                                                                   
What is Offline

This option disables the network connection of the program, it means that there is no data transmission from  the computer. This option seems to be more useful when most of the people are using dial-up connections. They might not like their computer automatically dialing them when they try to access a program Internet while There are many people who want their systems to be in "always on" status.
